Code is the only law that compiles without mercy. And this license? It compiles to zero technical change. No new consensus logic. No audit of the XRP Ledger’s RPCA mechanism. No rewrite of the bridge contracts. Just a piece of paper from a regulator saying Ripple’s corporate entity can operate a payment service in the EEA.
